{ } A civic super-app, in open development

A state in formation.

One place where a community debates, votes, delegates and builds — under rules it can rewrite at any time. Liquid democracy routes every question to the people who understand it best. The result is something older than blockchain and newer than AI: a superintelligence made of people.

Closed beta within 6–12 months — an engineering estimate, not a marketing date. Everything on this page mirrors the public specification.

{01} A short history of deciding together

Three ways to run a society. Humanity has tried two.

votes & delegations your direct action decision
Act I — The Agora, 508 BC

Direct democracy

Everyone votes on everything. It built Athens — and it stops working the moment the crowd grows and the agenda never ends.

+ Everyone heard − Doesn't scale − A full-time job
Act II — The modern state

Representative democracy

Elect professionals every four years. Efficient — at the price of opacity, party lines, and a voice that counts once per term.

+ Efficient − Low transparency − Hard to recall − One vote per term
Act III — in-formation

Liquid democracy

Vote yourself when you care. Delegate per topic when you don't — to people, not parties — and take it back in a second. Topics can be split, delegation can be partial, chains are capped at five.

+ Per-topic trust + Revocable in seconds + Specialists, not politicians
{02} What it is

A town hall, a parliament and a treasury — rebuilt as one app.

Most tools let communities talk. This one lets them decide — and stand behind the decision with real resources: propose, debate, vote, fund, build, review.

02.1

Decide together

Proposals move through a public lifecycle: draft, AI quality scan, elected-moderator review, discussion, vote, execution. Five voting methods, matched to the question at hand.

02.2

Delegate by topic

Hand your health vote to a doctor you trust and your climate vote to a scientist, while voting on budgets yourself. Take any of it back with one tap.

02.3

Build together

Projects born inside the network, all on one shared form, funded by its treasury in tranches, accountable to the people who voted for them.

{03} Who it's for

Radically simple on the surface. Radically rigorous underneath.

New to blockchain

You'll never notice the chain.

No seed phrases

Your account will be secured by a passkey — the same Face ID or fingerprint you already use. Lose your phone? Recover from your other devices, or through trusted friends you chose in advance.

No gas fees

Everything costs FORM, the network's single unit. The blockchain plumbing underneath is handled invisibly — you will never see, buy or think about "gas".

No expertise required

Delegate the topics you don't have time for to people you trust. Override your delegate on any single vote. Change your mind whenever you like.

Anonymous by default

Your vote is counted but never shown with your name. During the closed beta this rests on access rules and the operator's word; at launch, zero-knowledge proofs will make it true even for the people who built the system.

Fluent in blockchain

Look closer — it holds up.

Gnosis Chain, invisible by design

ERC-4337 smart accounts with a paymaster that denominates every fee in FORM. Users never touch xDAI. Passkey auth, optional 3-of-5 social recovery.

ZK anonymity that resists sybils

Semaphore v4 with topic-scoped external nullifiers, enforced k-anonymity ≥ 50 and VP bucketing in public tallies. Identity: four tiers, with Tier 2 requiring two independent providers — Proof of Humanity v2 AND Human Passport.

VP ≠ token balance

Voting power is a function of tokens, reputation, experience and identity tier. Anonymous accounts count at 0.1×. Plutocracy is treated as a design bug, not a feature.

A guardian, not an owner

Safe 5/3 multisig with veto-only powers and zero treasury custody. Emergency mode can pause and call a public repair vote — nothing else. Community override at 90/90 cannot be vetoed.

{04} Liquid democracy, in the app

Your voice, routed with precision.

1

Vote directly when you care

Any member can vote on any proposal, always. Delegation never takes that right away — your direct vote simply overrides your delegate's.

2

Delegate by topic when you don't

Trust is specific, not general. Delegations are set per topic — health, climate, budget — and inherit down the topic tree until you say otherwise.

3

Revoke at any moment

No terms of office, no waiting for elections. A delegate who stops earning trust loses it instantly — accountability measured in seconds, not years.

Delegates can delegate onward — chains are capped at 5 links, so your voice follows knowledge without disappearing into bureaucracy.

HEALTH CLIMATE BUDGET YOU dr.nowak.pgn OVERRIDE OR REVOKE — ANYTIME anna.pgn prof.eko.pgn CHAIN DEPTH ≤ 5 YOU VOTE YOURSELF SECRET BALLOT k ≥ 50 delegated flow your direct action anonymous ballot (zero-knowledge)
One person, three topics, three choices: delegate, chain, or vote yourself.
{05} Organizations, reorganized

From pyramids to circles.

In a top-down organization, the few above the line decide and the many below execute — information thins on the way up, and motivation on the way down.

A member-run organization keeps decision and execution in the same hands. in-formation gives every one of them the same form: a project, chartered in minutes, funded in tranches by the treasury, accountable to its voters.

+ Open-source information + Low-cost decisions + High motivation
{06} Hybrid moderation

AI verifies. Elected humans decide.

Every proposal and comment passes a machine check before a human call — quality without censorship, scale without noise.

PROPOSALS DISCUSSION AI — FLAGS, NEVER VOTES RED FLAG ELECTED — AND RECALLABLE
Verification — AI

Automated checks look for sources, logic and contradictions in proposals and comments, and raise red flags where something doesn't hold. In the beta they run on transparent rules; a language model joins them later. They filter noise; they hold no opinion and cast no vote.

Moderation — humans

Moderators review what users and AI flagged — faster and more accurately than either alone. They are elected by the community, recallable by the community, and their seats are themselves on the ballot.

{07} Wisdom of the crowd

One ox, 787 guesses, an error under one percent.

In 1907, Francis Galton watched fair-goers guess the weight of an ox. Individually they were amateurs; collectively, the middle of their guesses landed within one percent of the true weight — closer than the cattle experts. A century of research since says this is no accident: large groups reliably out-judge their smartest members.

But only under three conditions — independence, diversity and honest aggregation — and today's platforms break all three. We treat them as engineering requirements.

i Independence

Zero-knowledge ballots mean no one votes to impress an audience and no one fears retaliation for an honest signal. Groupthink loses its oxygen.

ii Diversity

Four identity tiers keep the door open to everyone while proof-of-personhood keeps it one-human-one-base. Reputation lives per pseudonym, so unpopular truths can still speak.

iii Aggregation

Five voting methods match the shape of each question. Delegation routes it to those who actually know. AI flags weak sources — elected human moderators make the calls.

{08} The perspective
{Humanity's next superintelligence won't only be artificial.

Markets aggregate what we want. Science aggregates what we can prove. Democracy — done right — aggregates what we judge to be good. The man who invented the computer saw it first:

"The isolated man does not develop any intellectual power… the search for new techniques must be regarded as carried out by the human community as a whole, rather than by individuals."
Alan Turing"Intelligent Machinery", 1948 — father of theoretical computer science

in-formation technology is infrastructure for exactly that. Every delegation is a synapse, routing a question to where the knowledge lives; every anonymous vote is an honest signal; every rule can rewire itself. AI has a seat — flagging noise, checking sources — but never a vote. The intelligence we are scaling is human.

Human superintelligence— not a metaphor. A network of minds with working infrastructure for thinking together.
{09} Self-correcting by design

The constitution belongs to its citizens.

Every system ossifies around whoever holds the admin keys. So we designed the admin keys out: fees, parameters, moderators, even the anonymity layer itself — all of it is governed by vote.

Founders get no back door. The emergency multisig can do exactly two things: pause, and start a public repair vote. And if the community disagrees with its guardians, a 90/90 override cannot be vetoed by anyone.

One rule is carved in stone — the supply of FORM. That single exception is what makes all the other changes trustworthy.

Fees & treasury parameters
majority vote — 50% + 1 of participating VP, 5% floor
Moderators
elected by the community, recallable by the community
Voting rules themselves
constitutional vote — ≥ 20% participation, ≥ 75% approval
The anonymity layer
constitutional vote, with cascade protection for past ballots
Emergency powers
pause only — plus a mandatory public repair vote
Guardian multisig
community override at 90/90 — no veto possible
Immutable21,000,000 FORM

{10} Under the hood

Every decision, public and argued.

The project runs on a living specification: each architectural choice is recorded with its reasoning and its changelog. Here is the architecture it is built toward, condensed — the closed beta runs the same rules on a conventional database first.

Network
Gnosis Chain (chainId 100) for launch; an optional Cosmos-SDK appchain is a conditional Phase-3 path.
Accounts
ERC-4337 smart accounts secured by passkeys; optional 3-of-5 social recovery. A paymaster prices every operation in FORM — users never hold xDAI.
Anonymity
Semaphore v4: one global group, topic-scoped external nullifiers, enforced k-anonymity ≥ 50, VP bucketing in visible tallies. Migration path protected by cascade rules.
Identity
4 tiers — anonymous (0.1× VP) → wallet → proof of personhood → KYC. Tier 2 demands two independent providers: Proof of Humanity v2 AND Human Passport.
Names
Multi-topic pseudonyms (*.pgn) with reputation earned per pseudonym — your health credibility doesn't vote on art.
Governance
5 voting methods (binary, multiple choice, cumulative slider, lazy consensus, conviction). Standard quorum 50% + 1 with a 5% floor; constitutional changes need ≥ 20% participation and ≥ 75% approval, decaying 75→67→60 across 14-day windows.
Guardian
Safe 5/3 multisig, veto-only, no treasury custody; signers from 3 jurisdictions on 2 continents before mainnet. Community override: 90% turnout, 90% approval.
Sub-DAOs
One project form — core rules copied and frozen at creation, modules upgradeable. Treasury tranches released by optimistic oracle plus topic jury.
Moderation
AI pre-flags proposals and comments for quality, sources and contradictions; elected humans decide. Moderator seats are themselves on the ballot.

"Information is the currency of democracy."
Thomas Jeffersonone of the Founding Fathers of the United States

We took it literally. It's in the network's name — in-formation — and in its unit: FORM.

{11} The unit

FORM is how the network breathes — not a promise of profit.

21,000,000

Fixed supply, zero inflation

Hard-coded as immutable in the token contract — and enforced by the ledger already in the beta. No printing, no unlock cliffs, no exceptions — by constitution.

1 unit

For everything you do

Voting, transfers, projects — every cost a member ever sees is denominated in FORM. No juggling gas tokens.

40 / 40 / 20

Fees feed the commons

The 0.5% fee on economic transfers splits between maintenance, growth and a stabilizing reserve — allocation governed by vote.

Plainly: FORM is the network's internal utility unit. During the beta it carries no monetary value. Nothing on this page is an offer, an investment recommendation, or a promise of future worth.
